How have we engaged with all levels of management and staff to "do what we all know we should do but don't find time to do" in terms of managing and developing people.

How do you engage with an Autocratic Chairman to gain training for employees?

No matter which way I turn I cannot get them to agree to training.  How do you present this issue without the usual come back of "once trained, they will move elsewhere".  This is a family run manufacturing company that has been going for 45 years the Chairman started the company when he was 40! and he is still hands on. If you can come up with any ideas I would be grateful - I also hope this makes the basis of a discussion.
